Rubber Industry Smallholders Development Authority (RISDA) is a federal government agency under the Ministry of Rural and Provincial Development (KKLW) which was established on the 1st of January 1973.
With the launch of RISDA, it is clear that the government views the role played by the small farmers sector as an important contributor to the nation’s economy.

MPOB

The Malaysian Palm Oil Board (MPOB) is a premier government agency whose sole responsibility is to promote and develop the nation’s oil palm industry. The MPOB plays a key role in creating national objectives, policies and priorities to ensure the well being of the industry’s growth.


The MPOB provides a range of research facilities at its headquarters as well as at its external research facilities in Bangi such as the Oils and Fats Technology Centre, Biotechnology and Breeding Development Centre, Palm Oil Information Centre, Frying Pioneering Plan, Biodiesel Pioneering Plant, Alpha SME Pioneering Plant and High Oleic Pioneering Plant, Oleo chemical Technology Research Division, Plantation Machinery Centre, Biomass Technology Centre, Metharizium Technology Centre, and Palm Oil Processing Technology Centre.


A number of technological breakthroughs and innovations have been commercialized, including crop material, plantation machinery, crop and livestock integration, pest and disease control, food and non-food usage, manufacturing and processing, biodiesel and biomass usage.

MARDI

The Malaysian Agricultural Research and Development Institute (MARDI) was approved for establishment by Parliament in 1969. MARDI was established with the aim of developing and stimulating new technologies related to the agricultural industry in Malaysia. The technology is aimed to improve productivity and effectivemess, through modernization of the agricultural sector as well as increasing returns to farmers. The Parliament Act 1969 paved the way for the establishment of MARDI on the 28th of October in the same year. The MARDI Act allowed MARDI to function freely in order to encourage research productivity. MARDI began operations in 1971.

FELCRA

The Federal Land Consolidation and Rehabilitation Authority (FELCRA) was established in 1966. Its goal is to develop the rural population by providing assistance to the rural folk to participate in national economic activities and in the process, improving their living standards and quality of life. On the 1st of September 1997, FELCRA was corporatised and was from then onwards known as FELCRA Berhad and its status changed from a government agency to a government-owned company. FELCRA Berhad is currently diversifying its activities in order to participate in industrial and services sector as well as the growing commercial and business market.

FELDA

The Federal Land Development Authority (FELDA) is a Malaysia government agency which aims to address the relocation of the lower-income residents of rural areas to newly developed areas to improve their economic status. FELDA schemes are applicable only to Malays who comprise the majority of the Malaysian population. As of the year 2000, FELDA has developed 9,000 sq kilometers of land, most of which are palm oil plantations. Eventhough the main objective of FELDA is to reduce poverty in rural areas through relocation, it is reported to hold minority stakes in several key Malaysian banks.

MAHA 2006

The Malaysian Agriculture, Horticulture and Agro-Tourism Exhibition 2006 (MAHA 2006) was an agricultural exhibition which was held at the Malaysian Agricultural Expo Park (MAEPS), at the Malaysian Agricultural Research and Development Institute (MARDI) in Serdang, Selangor. Over 100 species of orchids were on display at the agricultural exhibition, including two hybrid species which was newly introduced. These were Dendrobium Abdullah Badawi and Ascorahnis Datuk Seri Najib. The Malaysian Government aims to attract more international participation in the agricultural sector at the Malaysian Agriculture, Horticulture and Agro-Tourism Exhibition 2008 (MAHA 2008) which will be equipped with a larger and more modern exhibition hall and venue.

Malaysian Ministry of Commodities and Plantation Industries – KPPK (formerly known as the Ministry for Primary Industries) was established in March 2004. It is responsible for the development of the nation’s primary commodity sector. The plantation and commodities sector encompasses the planting and production of palm oil, rubber, timber, cocoa, chillies and tobacco. In 2006, the export value for commodities and its related products reached RM76.50 billion, contributing 12.91 percent to Malaysia’s total exports for that year. This sector contributes five percent to the country’s Gross Domestic National Product (GDNP).


The commodity and plantation industries sector continues to grow to become more dynamic and stable and forms the basis for strengthening the nation’s economic growth. It also contributes towards Gross Domestic Product (GDP), the job market as well as income derive from exports, resulting in an increase living standards of Malaysians living in rural areas. This sector has also open doors to more opportunities and growth from the export of raw materials to the production of semi-processed goods, processed goods as well as value-added products to increase market share.

The Ministry of Agriculture came into being in 1978 as a ministry which is wholly responsible for agriculture (including fisheries and livestock). Prior to this, since 1905, all matters and activities concerning agriculture came under the purview of the Department of Agriculture. 
After the formation of the Cabinet on the 27th of March 2004, the Ministry of Agriculture was changed to the Ministry of Agriculture and Agro-based Industry. With a strong organization structure, MOA together with eleven (11) departments and agencies under its wing, i.e. Department of Agriculture, Department of Fisheries; Department of Veterinary Services, Malaysian Agricultural Research and Development Institute (MARDI), Fisheries Development Authority of Malaysia (LKIM), Farmers’ Association Authority (LPP), Federal Agriculture Marketing Authority (FAMA), Bank of Agriculture Malaysia (BPM), Kemubu Agricultural Development Authority (KADA), Muda Agricultural Development Authority (MADA), and the Malaysia Pineapple Industry Authority (LPNM), has mobilized its organizational talent and resources in a planned and integrated manner, to realize its vision of becoming a “Driver of Agricultural Transformation” and to move towards achieving the main aim of the Third National Agriculture Policy (DPN3) and Ninth Malaysia Plan.
